Yeah, while I wouldn't say that 读书 only ever means studying, that's also the meaning I'd probably assume 99% of the time unless context indicates otherwise. Colloquially there's also expressions like 读书人 or 不是读书的料 which pretty much have Scholarly Endeavours™ baked in by implication, and 看 definitely does not work in these cases.

I was just reading about a prewar writer who began his character self-conscious because he was a kid from the countryside, not a 读书人, quote unquote.
