I think that's what they're trying to explain when they say that 有 is implied, since 没有 can indicate past tense. (ETA: I feel like this is the page they should have linked back to, on negating past actions with 没有.) So like:

我不复习 = "I don't review"
我不怎么复习 = "I don't review much"
我没有复习 = "I didn't review"
我没怎么复习 = "I didn't review much"

At least that's my understanding?

That sounds right to me! It just seems a bit unnecessarily convoluted because the 有 is already optional and you can just say 我没复习, right? So "you use 没 here because there's an implied 有" is just confusing, when they could have said "you use 没 here, for negating past actions" ...

Ah, yeah, I see. I wonder if this may be a grammar technicality -- like in practical terms you can negate past actions with 没 and say that 有 is optional, but I feel like maybe technically it's not that 有 is optional, but rather that it can be left implied. Like, even if you don't actually say/write the 有, the grammatical structure is still functioning as 没(有). I don't really have any evidence of this beyond just the way the Wiki talks about 没有, though...
