At least, I know Cantonese uses both, and Wiktionary's examples for both are in Mandarin. Which surprises me a bit, because I always expect Mandarin to use 进 for entering/putting in/being inside. (Cantonese uses 入 for these kinds of things, and uses 进 for advancing/moving forward. Looking at Wiktionary it seems like Japanese is maybe similar in this?)
退院 makes sense -- I wouldn't have guessed that it's not used in Chinese if I'd run across it somewhere. It feels maybe a little more formal to me, like "withdrawing" from the hospital rather than just "exiting."

Yeah, I would say so. It's true I can't think of a whole lot of other 入 words in Mandarin (in my extremely limited vocabulary) that are used often, at least not as much as in Japanese. 入口, I guess.
