Rough TL;DR of the introductory paragraph: 宰 originally referred to criminals serving as servants, who would often be craftsmen with more specialised skills, hence the meaning extended to supervising/taking charge etc (and further from there to various official positions as society developed). On the other hand, slaughtering of livestock would also be handled by the head servant in Ye Olden Times, and thus the other extended meaning of slaughtering/butchering (and further on to colloquial terms for overcharging people for stuff, lol).
