I'm glad you were able to answer this, as I was curious about it too. :) Going back to that article, I guess that means you could end up with a situation where (不)能 could refer to temporary loss of ability and/or regaining ability afterward. Like, if Shen Wei is injured or has used up too much power, both 会 and 不能 could simultaneously apply (he has the skill but can't physically use it right now), and once he recovers, then both 会 and 能 would apply (now he can actually do the thing he knows how to do).

I guess I'll try to come up with a sentence for that...
