I learned 尽管 as "by all means / don't hesitate to / just" (ask, speak up, go ahead, etc.), so ugh from me as well. :/

Yup, me too, as in https://guardian-learning.dreamwidth.org/136990.html. Mandarin has tens (hundreds) of thousands of characters, why are they so economic about using the same ones for different purposes?!
