I need to read up on putting 不是 at the beginning of a sentence, not sure of this one at all--"there isn't any more rice, is there?" or something like that?

Honestly? I don't hear Wu Xie say "不是" but it's in the Chinese softsubs. (He's speaking with food in his mouth, so...not the clearest line delivery, lol.) iQiyi's translation of the line is "we also ordered some rice, right?"

I'd say it's more confirmatory – more like "didn't we also get rice?" or "wasn't there rice too?" (あるじゃない?ish)
