it seems like in the first sentence you quoted from Guardian, 片 is being used as a measure word/classifier for the sky? I suppose everything needs a measure word and IIRC 片 is usually used for broad flat things like pieces of paper (and I guess it's also used for leaves in the second sentence) so it makes sense but is also weird.
