Yeah, exactly. The meanings seem distinct to me, but in a lot of cases I think you'd need to know the context to decide which meaning you actually want to pick. Whether you want to say "it happened at noon" or "it didn't happen until noon" is going to depend on whether noon seems late to you or not!
